Overview of the work
The World Bank and International Food Policy Research Institute, supported by the Bill and Melinda Gates Foundation, is implementing the Kenya Jobs, Agriculture and Digital Ecosystem (K-JADE) project. The project aims to understand the role of digital technologies in facilitating better farmer outcomes and more and better jobs in the agricultural sector in Kenya. As part of the study, the project is conducting an impact evaluation on access to digital services and will collect data using a large household survey.
SAFE Africa is contracted by the World Bank to conduct the baseline evaluation survey. The objective of the survey is to gather high-quality data that will inform policies and interventions to enhance agricultural development and resilience among smallholder farmers. SAFE Africa is hiring supervisors who will serve as team leaders for the data collection enumerators during the household survey implementation.
Scope of work
The household survey will be administered across four counties in Kenya (Makueni, Nakuru, Kirinyaga, and Busia). The survey will also involve a short village and Community Interest Group (CIG) questionnaire, which will be further administered in each CIG and village.
Duties and responsibilities
The supervisors’ main responsibility is to lead, guide and provide technical assistance to the assigned enumerators. Specific deliverables will include:
- Attend and support enumerator training
- Guide and facilitate piloting and recap sessions
- Assist in identification and replacement of respondents in the study areas
- Supervise household surveys for all enumerators allocated to you, including coordination with community contacts persons, and guiding on how to replace missing households
- Ensure all household interviews allocated to your team are completed in time
- Liaise with the survey managers in organizing and performing community interviews
- Support the survey managers in carrying out back checking in selected households
- Ensure proper entry into the communities, including seeking authorization for the survey
- Review the data collected by your team to ensure it is finalized and is of good quality, before you approve it for upload onto the server
- Ensure that all data collected by your team is submitted to the server on a daily basis after fieldwork
- Maintain all-time communication with the data manager to receive and address data quality issues from your team in a timely manner
- Organize daily debriefing meetings with your team to discuss experiences, give further advice and retraining, and offer guidance regarding challenges experienced
- Cooperate with all team members, demonstrate professionalism, conduct yourself with respect and work for the period stipulated
- Ensure that all the tablets and any other equipment handed to you for use are well handled and taken care of, and return them in a timely manner and in good condition immediately after the survey.
- Handle field expenses strictly as discussed with the coordination team and study Project Director (PD), ensure prudent usage of finances throughout, and account for money usage at the end of the survey
- Prepare and submit daily tallies of coverage, weekly reports on the survey, as well as a final report after completion of the survey.
- Observe and enforce strict data confidentiality in your team, ensuring that participants’/respondents’ personal information must not be revealed to any other person (including team members)
- Undertake other activities within the survey as may be directed by the study coordination team
Education, knowledge and experience
- Minimum of a bachelor’s degree with at least second class Honors-Upper Division in Agricultural economics, Agribusiness management, General Agriculture or any other agriculture-related discipline.
- Applicants with Master’s degree in relevant fields will have added advantage
- Demonstrated ability to provide technical support and guidance to the enumerators on the contents on the questionnaire
- Must demonstrate good understanding of research ethics, confidentiality, and privacy.
- Must have past experience in supervising data collection teams or at least THREE years experience in participating in large scale rural household data collection in the agricultural sector
- Must demonstrate a deeper understanding and internalization of the questionnaire during the training sessions
- Exhibit familiarity with trouble shooting of Open Data Kit platforms such as ODK, SurveyCTO, Survey solutions
- Applicants who are knowledgeable about socioeconomic research methodology and ethical considerations will have added advantage
- MUST be keen, observant and pay attention to detail, especially in recording the responses.
- High integrity and punctuality.
- Demonstrated teamwork and leadership abilities
- Possess good communication skills.
- Demonstrated ability to work under pressure and meet strict deadlines
- MUST be available full-time for the entire period of the short term data collection exercise.
Terms and conditions
The supervisors will be engaged for a total of 9 weeks (between September and November 2025), including training, piloting the tool and the actual data collection. The enumerators will receive a training allowance for the entire period of training and a competitive daily per diem during fieldwork upon submission and approval of daily deliverables. The supervisor will be provided with means of transport and airtime during the entire period of data collection. They will be required to fill in timesheets to indicate the actual number of days worked.
