K-JADE Baseline Evaluation Survey: Enumerator Application

Overview of the work

The World Bank and International Food Policy Research Institute, supported by the Bill and Melinda Gates Foundation, is implementing the Kenya Jobs, Agriculture and Digital Ecosystem (K-JADE) project. The project aims to understand the role of digital technologies in facilitating better farmer outcomes and more and better jobs in the agricultural sector in Kenya. As part of the study, the project is conducting an impact evaluation on access to digital services and will collect data using a large household survey.

SAFE Africa is contracted with the World Bank to conduct the baseline evaluation survey. The objective of the survey is to gather high-quality data that will inform policies and interventions to enhance agricultural development and resilience among smallholder farmers. SAFE Africa is hiring data collection enumerators to support the household survey implementation.

Scope of work

The household survey will be administered across four counties in Kenya (Makueni, Nakuru, Kirinyaga, and Busia). The survey will also involve a short village and Community Interest Group (CIG) questionnaire, which will be further administered in each CIG and village.

Key Deliverables

The enumerators’ main responsibility is to conduct household interviews using tablets. Specific deliverables will include:

  1. Attend and actively participate in all sessions of enumerator training to gain a thorough and clear overview of the context, objectives, relevance, and tools to be used for the survey exercise.
  2. Undertake pretest and recap sessions
  3. Follow the clear standards and guidelines set as per the interviewer’s manual and comply with  all the requirements necessary for conducting successful interviews
  4. Undertake interviews within all the households allocated to you by your supervisor using SurveyCTO platform
  5. Verify responses, accurately record and submit to the server, all forms of completed interviews on a daily basis
  6. Address data quality issues communicated to you by your supervisor, survey managers, and the data manager
  7. Cooperate with your team leader and other members, demonstrate professionalism, conduct yourself with respect, and work for the period stipulated above
  8. Take good care of all tablets and other equipment handed to you for use, and return them in a timely manner and in good condition immediately after the survey
  9. Undertaking other activities within the survey as may be directed by your supervisor
  10. Ensure strict adherence to the code of conduct for enumerator
  11. Observe strict data confidentiality and ensure that participants’/respondents’ personal information must not be revealed to any other person (including fellow enumerators), but should only be keyed into the tablets.

Education, knowledge and experience

  • Be a recent graduate with a bachelor’s degree in Agricultural economics, Agribusiness management, General Agriculture or any other agriculture-related discipline.
  • Have a minimum second class Honors-Upper Division.
  • Good understanding of research ethics, confidentiality, and privacy.
  • Good understanding of the local language is an added advantage.
  • Has experience in rural household data collection
  • Prior experience in data collection using Open Data Kit platforms such as ODK, SurveyCTO, Survey solutions is highly preferred
  • MUST be keen, observant and pay attention to detail, especially in recording the responses.
  • High integrity and punctuality.
  • Demonstrated teamwork, collaborative skills, and leadership abilities
  • Possess good communication skills.

MUST be available full-time for the entire period of the short term data collection exercise

Terms and conditions

The enumerators will be engaged for a total of 9 weeks (between September and November 2025) including training, piloting the tool and the actual data collection. The enumerators will receive a training allowance for the entire period of training and a per diem during data collection upon submission and approval of daily deliverables. The enumerators will also be provided with means of transport and airtime to ease their movement, communication during the entire period of data collection. They will be required to fill in timesheets to indicate the actual number of days worked.
